of serious misconduct appeared to be known in the Colony. It would have a most unfortunate effect both in the Service and
outside if he were to be allowed to return and resume his duties. His character generally was not beyond reproach when he left the Colony to serve in His Majesty's Forces, and I would refer you to my Confidential Despatch of the 10th.
3. October, 1913, in which I recommended that he should be
removed from the post of Inspector of Vernacular Schools as there was reason to believe that he was addicted occasional-
-ly to an excessive use of stimulants.

Mr. Barlow may be considered to have completed ten years' pensionable service and to be entitled, if retired, to a pension of 15/60ths. of £390 a year. The opinion was expressed, however, by the members of the Executive Council that in view of his grose misconduct he should not be retired even on a reduced pension, but that as an act of grace he should be granted a gratuity of £250 in order that be might have the means of making a fresh start in life. With this opinion I find myself in agreement, and if you should approve of the recommendation I would ask that the necessary steps may be taken to give effect to it.
I need hardly add that I deeply regret
having to take a course opposed to a proposal made by you after careful consideration, but I am convinced that it would be most detrimental to the cause of education in this Colony, and to the good name and discipline of the Public Service, to allow Mr. Barlow to return here in an official
capacity.
